WHO constitution states that the enjoyment of the highest attainable standard of health is one of the fundamental rights of every human being without distinction of race, religion, political belief, economic or social condition.  Health is a physical state of complete physical, mental and social well-being and not merely the absence of disease or infirmity.

WHO provides Malaysia with technical support, specific advice, international advocacy, and more intensive support in dealing with new and emerging health challenges due to changing disease pattern, globalization and urbanization. The collaboration through various activities and programmes are guided by the WHO Country Cooperation Strategies for Malaysia. WHO team in Malaysia work closely with our counterparts in the Ministry Of Health, as well as other institutions, professional bodies, universities, civil societies and other government bodies with interest in health.

Amongst the focus of WHO for Malaysia are in the areas of development and strengthening of the health system, prevention and control of noncommunicable diseases and major risk factors, and promotion of healthy lifestyles and mental health, and communicable disease control.

Malaysia also hosts the WHO Global Services Centre (GSC) which started its operations in July 2008.  With a staff strength of 220 people, there are 4 main transaction units in the GSC which are,  Global Human Resources (GHR), Global Finance (consisting of Accounts Payable and Payroll), Global Procurement & Logistics (GPL) which provide the following services: invoice processing, banking, supplier management, payroll, goods and service contract procurement and shipping.
